I think they may be stuck on how to deal with the sheer number of good photos and the variability of groups of people's commenting/favoriting habits. I've seen some photos that get commented on seemingly because that's what the gang always does, (...) , not because it's an astounding photo. I've also seen photos that are raved over that don't have very high favoriting ratios. Oh the unpredictability of humans!
